I don't know if that's a new vscode update or a marketplace update. I hover over the settings and it says, "New code updated available". I've been working in VSCode and I just saw the settings icon has a notification on it. I don't know what Jupiter is and never used it or ever installed an extension for it and it's installed in my extensions:

It is installing extensions without my approval for some reason. I don't know if it's related but this notification also showed up after restart.

It just did it again! I restarted and this is what happened: Maybe this is a setting or maybe it's something I'm doing. I don't use python and I don't recall ever installing an extension for it. The image shows a Python server extension because this is now the 3rd extension that appears new to me. I could be mistaken but I don't think so. It seems that I'm seeing this on are extensions developed by Microsoft. I opened a Java project and then the extensions marketplace panel and it said "Restart required to install" on two Java extensions. It seems as though VSCode is installing extensions without my permission.
